Cavan Public Participation Network 2019 Workplan [DRAFT]
CavanPPN hosts its Secretariat Workplan session at the end of each year and includes key documents for the development of actions by the PPN in the following year, as mandated by a Plenary Session. The following points were chosen by the CavanPPN Secretariat in a facilitation on 13.11.18 in consultation with two key documents provided by Breffni Integrated CLG (the SICAP 2 Workplan) and the Cavan County Council (LECP document).
{SICAP=Social Inclusion Community Activation Program, LECP=Local Economic Community Plan}
As previous years, the workplan is divided between the 3 themes of Environment, Social Inclusion and Community & Voluntary Sectors with an emphasis on ownership of these points and equity of resourcing to each. Having been mandated at Plenary, this will then have an allocated budget according to costings and availability of resources.
ENVIRONMENT
Arrange a site visit to a Social Farming Project to highlight the benefits of this to local community. This to be done in collaboration with various groups and open to environment and non-environmental groups to attend
Host 4 Linkage Groups on themed environmental issues with guest speakers/workshops, engaging every registered group of the Environment Sector in 2019.
An Environmentally Themed Plenary which invites guest speakers from key environmental support agencies nationally.
SOCIAL INCLUSION
Under SICAP 1.3, to support Social Participation in Decision Making, to undertake to further develop Linkage Groups as a method of engaging groups in having their say. This should be done in close collaboration with SICAP and a provision for training to groups to allow them access to the process of civil participation.
LECP 11.3 in support of The Yellow Flag project and to encourage Secondary Schools to partake in the project. This could culminate in an anti-discrimination event involving key PPN social inclusion partner groups
Intergenerational Piece: incorporating a multicultural element into the intergenerational work of existing groups to interweave a diversity of age related experiences.
Befriending Scheme: to promote and support the newly rolled out Befriending Scheme in South Cavan in 2019 and ensure the further success of this scheme as the year progresses.
COMMUNITY & VOLUNTARY
Under SICAP 1.2 to undertake the training of community groups in upskilling and capacity building using examples of best practice. This could be done as a once off and in unison with a publication of same.
Under LECP 9.2 to support and spread word of small grant support and potentially host an event for some successful group to talk about past projects undertaken as inspiration to apply.
Under LECP 9.2 to assist in the attraction of volunteers to outreach to rural communities and smaller groups who may not be incorporated into the volunteering sphere of Cavan.
OTHER
Maintain support for the hosted radio group, Cavan Online Radio (only as podcasting site)
Support the transition of Volunteer Service to Volunteer Centre

following are the aims, objectives & suggestions by the community representatives for the
work of the PPN in 2017. It was agreed to allocate €1000 to each of the Sectors/Municipal
Districts to work on this from within the PPN budget to empower and support the
representatives.

Draft Litter Plan Submission of Recommendations
Suggested Inclusions:
- Rejuvenation of litter bins at strategic sites only, particularly tourism rich sites of the county with a list of collection dates on the bins.
- Faster action of reporting of littering (One group is still waiting in the Cavan Town area after 2 months of reporting several times)
- Increase in the presence of litter wardens, potentially hire another one part time as a visual deterrent to littering.
- Free recycling day on occasion for “awkward materials”, those materials hard to define or to recycle or materials which are not recyclable.
- A handy guide on what is recyclable and what is not.
- Tetrapack and Styrofoam collection points.
- Cameras at strategic locations of high littering in the county.
- Removal of responsibility of land owners to “own” fly tipped dumped rubbish. In many cases in rural areas the onus is on the victim of this rubbish to dispose of it.
- In the Reduce-Reuse-Recycle put more emphasis on the “Reduce” at purchase points to decrease the take home wrappings, wrappers and packaging (e.g. a recycling option at all major supermarkets funded by the provider of the packaging i.e. the supermarket).

Other
- Working in collaboration with our partners has always been a strong point of the PPN. This is anticipated to continue in the interest of cross-sectoral strengths on items such as the 1916 Centenary Celebrations, Cavan Traveller Pride, the launch of new Peace and LEADER funding streams and any other projects that may arise to work with and support our partners on. Key to a cross sectoral contribution to community development in County Cavan will be for the PPN to be a proactive driving force in supporting the roll out of the Local Economic and Community Plan, particularly under the items identifying the PPN as a key or support actor.
- Events and Workshops open to all members of the CPPN and public:
(i) Hosting of a Community Focussed Funding Workshop with stands and speakers from funding agencies such as LEADER, Cavan Peace partnership, UCIT, Local Agenda 21, SEAI and Sports Partnership.
(ii) Good Governance Workshop with guest speaker from The Wheel, Ivan Cooper. The aim of this will be to bring to the fore for groups the need for structures to bring about better forms of management and governance in the community sector.
(iii) Mental Wellness Week: A weeklong series of Social Inclusion and Mental Health awareness raising in collaboration with local agencies, GROW, SOSAD and delivering free and open training events such as Suicide Aware and others. To include inspirational speakers and survivors of suicide.
(iv) Summer Countywide Linkage Workshop: On foot of the highly successful Countywide Linkage Workshop involving over 100 groups in July 2015, the members have requested a large community event similar to this in summer 2016. - Specific training to be rolled out by The Public Participation Network:
(i) Capacity & Animation Training to support groups in developing in-house capacity and outreach animation in their local communities. To be completed prior to the opening of LEADER funding in late Spring/Early Summer.
(ii) Effective Representation Training: The members have identified this as a desired piece of training for PPN members annually. The aim of this will be to increase the effectiveness of our representatives on bodies such as Strategic Policy Committees and other agencies. It will also increase the skills of community members who put themselves forward for the PPN, enriching community groups on the ground.
(iii) Funding & Project Delivery Training: As previously rolled out in 2014, this training will aim to be made available to registered groups of the PPN just prior to the opening of LEADER and Cavan Peace Partnership’s calls for funding to enthuse groups’ applications.
(iv) Social Media & Web Development Training: This training is conducted by the PPN annually for members to develop their online presence more. The PPN requested that it be continued. - Publications:
(i) 3x Community Focus newsletters to be sent to all registered groups and disseminated to local libraries and other strategic areas of outreach (e.g. Community halls, doctor’s surgeries, local cafes etc.)
(ii) An information flier on what the PPN is and what it can do for your group to be sent with a newsletter postout.
(iii) A “Local Funding Workbook” to be completed with a short and clear guide to each of the locally available funding channels to community groups in County Cavan to be launched prior to LEADER opening.
(iv) Registry of local groups with a brief description of each group’s work. This should be done in collaboration with Grainne Boyle of Cavan County Council and the volunteer network project to generate enthusiasm and engagement for groups and volunteerism in County Cavan.
(v) Continue fortnightly web updates and emails to PPN Plenary members.
(vi) A report from a “Public Participation Feedback Exercise”, asking registered groups to give information on how they view the PPN and how we can improve to help deliver greater civic participation for them.
This feedback form to be developed and deployed in partnership with Cavan County Council.
(vii) A leaflet promoting the content and roll out of the Local Economic Community Plan 2016 – 2021
