Cavan Peace Partnership

Building on the successes and lessons of the PEACE I (1995 - 1999), PEACE II (2000 - 2006) and PEACE III (2007 - 2014) Programmes, the overall objective of the PEACE Programme is to reinforce progress toward a peaceful and stable society and to promote reconciliation in Northern Ireland and the Border Region.


With a continued and renewed emphasis on reconciliation, the PEACE III Programme has identified ‘reconciling communities’ as one of two priority areas with ‘building positive relations at the local level’ as a key objective of this priority.



A Peace and Reconciliation Partnership has been developed in County Cavan to oversee the development and implementation of a Peace and Reconciliation Action plan. Following a consultation process, a detailed action plan was submitted to the Special EU Programme Body.

The plan outlines the actions that will be undertaken in the County to reinforce progress toward a peaceful and stable society and promote reconciliation in Northern Ireland and the Border Region.

​National Lottery Funding Grants 
Applications  by the HSE for National Lottery Funding Grants.  
This funding is distributed by the HSE each year to community based groups and voluntary organisations under the Respite Care Grant Scheme and the National Lottery Grant Scheme. 
Groups and organisations involved in the provision of Health and Personal Social Services can apply for once off funding of between €500 and €10,000 for suitable projects. 
All of the information required, including application forms, is available on www.hse.ie/lotterygrants 

Completed Application Forms must be returned to the local Community Healthcare Organisation (CHO). 
Closing Date for Applications this year – 17:00 on Friday 26th May 2017. 
Applicants will be advised as to the outcome of their application no later than Thursday 31.08.2017.

Street Feast is a day of local lunches across Ireland on 11th June, hosted by you and your neighbours. They can be anywhere really — out on the street, in a local park or in your front garden.
There are lots of good reasons to have a Street Feast, but it's really just a great excuse to eat great food, celebrate your local community and meet new people who live near you.

THE COMMUNITY FACILITIES GRANT
This scheme is to enhance communities, address disadvantage and improve social cohesion at a local level by providing access to small-scale capital grants.  An allocation of €64,500 has been made available to Cavan County Council for the scheme in Budget 2017.
 
Under the scheme community and voluntary groups may apply for a grant  in general up to €1000 for capital projects which benefit the local community. 
 
Applications should relate to at least one key target group and thematic area in order to be eligible for consideration e.g. youth, older people, projects promoting integration. Projects or elements of projects of a capital nature may be funded, for example, office equipment, project resources, research facilities, energy efficiency equipment, etc.
 
The scheme is being administered by the Local Community Development Committees (LCDCs) along with the Municipal Districts under the remit of the Local Authorities (LAs). 
 
Local Authorities, on behalf of the Local Community Development Committees, will make payments directly to the successful groups as required.

The Community Foundation for Ireland Grant Open

The Community Foundation for Ireland's ongoing grants strategy, now named "Social Change Grants" has been confirmed for 2017.

This changes each year and you should check their website to see the updated criteria and streams in Spring each year.

The Social Change grants that was open for application under the categories of The Older Person's Fund, LGBT+ people who are Migrants and Leadership for Ethnic Minorities.

BETTER ENERGY COMMUNITIES has passed but see below to get ready for next year

Better Energy Communities 2017 was officially launched on 6th December by Denis Naughten T.D., Minister for Communications, Climate Action and Environment. SEAI will offer €30 million in grant supports for community energy projects in 2017. This represents a 50% increase in funding from the 2016 grant levels - an additional €10 million for this. The scheme, which is administered by the Sustainable Energy Authority of Ireland (SEAI), has supported 300 community energy efficiency projects over the last five years. (http://www.seai.ie/Grants/Better_Energy_Communities/)
Important Dates for Better Energy Communities 2017 (same timeline for 2018)
·         19th December 2016: Application form available to download 
·         Mid Jan 2017: Applications can be submitted
·         17th February 2017: Deadline for receipt of Applications
·         April 2017: Notification of successful projects
·         13th October 2017: Project completion

The Community Grant Scheme - a scheme of small grants open to community groups to implement projects that will result in greater social and community activity in their area such as small scale amenity projects, provision of equipment forcommunity halls/groups, materials, etc.  The grant will not fund ongoing running costs.   This scheme is aimed at groups who have limited fund raising opportunities and the majority of grants awarded are in the region of €200 - €500.    Max grant is €1,000

The Festival & Events Grant Scheme  - Funding under this scheme is 7k per area.  This grant scheme aims to assist those events that have a tourism or community focus.   Funding is limited to a maximum of €1,000 (St. Patrick Day festivals do not qualify for funding).  This scheme replaces the previous Community Diaspora Grant Scheme

The Older Persons’ Fund
This Fund is now closed but see below to get ready for next year!
The Older Persons’ Fund is a long term philanthropic fund which promotes the civic engagement of older people, as a means of working towards making a difference in their communities.
The Fund builds on our long standing engagement and commitment to supporting older people in their communities. We have invested over €1m in the sector since it was set up in 2000.
Why an Older Persons’ Fund?
It is estimated that by 2041, people aged over 65 will account for 22% of the population in Ireland, compared to some 11% today.
The Older Person’s Fund seeks to realise the benefits of this changing demographic by building a long term sustainable fund to support older people’s voices at a local and national level and their capacity to engage fully in all strands of society. In line with this goal, the mission of The Older Persons’ Fund will be to support strategic community based and national activities promoting Older People as Active Citizens and Advocates – including influencing policy, communitydecision-making processes, leadership, negotiation and other ways to give greater “voice” to Older People. 
The Older Persons’ Fund has been set up with an initial investment of €3m provided by us (€1m) and The Atlantic Philanthropies (€2m). We are targeting an additional €1m to be raised and allocated to the fund between now and 2018, as well as on-going fund development in the longer term.
The Fund will initially support projects in the area of civic engagement which
Support older people’s ‘voice’ at a local and national level, and their capacity to engage in all strands of society.
Promote older people’s participation as active citizens in their communities and their inclusion in civic life.
In the longer term, the Fund will also support activities that address older people’s social exclusion, for example loneliness and isolation, where increased civic participation is a planned outcome.
Who can apply
Not-for-profit organisations based in the Republic of Ireland, who believe they have a project which meets the criteria. As we will not consider applications which do not meet the stated criteria, we strongly recommend that you read the criteria (see below) before deciding to complete the application form.
This year we have the following two categories that you may apply for a grant under:
1.     Inclusion of older people in active citizenship roles – Grants of up to €7,500 will be available to organisations working towards inclusion of older people in active citizenship roles
2.     Supporting older peoples’ voices at local & national level – Grants of up to €7,500 will available to organisations working towards supporting older peoples’ engagement in advocacy.

LOCAL AGENDA 21 Grant Usually Open In April, Time To Get Ready
Partnership Fund, which has operated since 1997, 
promotes sustainable development by 
assisting small-scale environmental 
projects at local level. These projects involve partnership arrangements between local 
authorities and various local groups including 
community groups, schools and 
environmental NGOs.

CLÁR (Ceantair Laga Árd-Riachtanais) is a targeted investment programme for rural 
areas that aims to provide funding for small infrastructural projects in areas that 
experience disadvantage. The aim of CLÁR is to support the sustainable 
development of identified CLÁR areas with the aim of attracting people to live and 
work there. The funding works in conjunction with local/Agency and other 
Departmental funding programmes and on the basis of locally identified priorities. 
The programme which was effectively closed for new applications since 2009, 
reopened in a limited but very successful way, in 2016.
 
Funding Allocation for 2017 
There is an allocation of €5million in total for 2017, of which, up to €4.25 million is 
available under 3 measures to be operated via Local Authorities for a range of 
School and Community projects.
 
Measure 1: Support for Schools/Community Safety Measures (€2m)
 
Measure 2: Play Areas (€0.75m)
 
Measure 3: Targeted Community Infrastructure Needs (€1.5m)

Numbers of Applications 
Up to a total of 20 applications between measures 1, 2 and 3, may be submitted by 
the Local Authority for consideration by the Department. Applications under 
measure 1 may include a number of elements at a single location (school or 
community facility) up to the maximum funding limit outlined in the measure. 
The Department will select a number of projects in whole or in part and will take the 
proportion of the county that is within CLÁR into account in the decision making 
process (e.g. Clare has more than 120 District Electoral Divisions (DEDs) in CLÁR, 
whereas Wicklow only has 7).
 
Where applications are being submitted under more than one measure it would be 
useful in the context of the decision making process if the application indicated which 
projects the LA itself would prioritise in the context of planning at a local level. 
Applications should be submitted on the relevant application form for each measure 
and relevant details inserted in the relevant template also.
 
Grant Payment arrangements

3Detailed Measures
 
Measure 1: Support for Schools/Community Safety Measures 
CLÁR 2017 will consider support for interventions that make the school/community 
facility environs healthier and safer for the children attending the schools, and for 
children and adults using the community facilities. 
In this context the table below outlines the supports eligible for funding in CLÁR 
areas under this measure. The list below is definitive and based on the projects 
funded through CLÁR in 2016.

should be provided through Local Authority/community/other resources with a 
minimum of 5% cash contribution from the School/Community.

Measure 2: Schools/Community Play Areas
In the context of the level of queries received post the implementation of the 2016 
CLÁR scheme, it is proposed to run a specific Play Areas measure as part of the 
2017 Programme. CLÁR 2017 will consider support for the enhancement of existing 
and/or the development of new School/Community Play areas.
 
Projects proposed to the Department by the LA’s must be selected on the basis of:
 
 an application by a School/Community to the LA
 
 evidence that all necessary permissions are in place
 
 evidence, where applicable, that ownership/lease is in place
 
 full estimated costings (procurement not required at this point)
 
 evidence that match funding is in place where relevant
 
 clear evidence of need, and
 
 relevance to the LECP/other plan.
 
Rate of Aid
 
A minimum grant of €5,000 and a maximum grant of €50,000 for projects will be 
available. The maximum grant payable will be 90% of the project cost or a maximum
of €50,000, whichever is the lesser. The remaining 10% or balance of the cost 
should be provided through local authority/community/other resources with a 
minimum of 5% cash contribution from the School/Community.

Measure 3: Targeted Community Infrastructure Needs 
This aim of this measure is to provide support for small to medium sized Community 
based capital/infrastructure projects that don’t qualify for other existing schemes. All 
applications must demonstrate that the project is not eligible for assistance under 
other existing schemes, show clear evidence of need, and benefit to the community. 
Applications will be accepted from established Community Groups via the Local
 
Authorities. Projects will be selected on the basis of:
 
 confirmation and evidence that the proposal is not eligible for funding under
 
any other publicly-funded schemes, having regard to the criteria for those
 
schemes.
 
 evidence that all necessary permissions are in place, where appropriate
 
 evidence, where applicable, that ownership/lease is in place
 
 full estimated costings
 
 evidence that match funding is in place
 
 clear evidence of need and benefit to the community, and
 
 relevance to the LECP/other plan.
 
The applications selected for submission to the Department should be approved by
 
the LCDC to ensure that there are no conflicts with the LECP/other local plans and
 
other programmes e.g. SICAP, those run by the LEO’s etc.
 
Rate of Aid
 
A minimum grant of €5,000 and a maximum grant of €50,000 for projects are 
available. The maximum grant rate will be 85% of the project cost or €50,000, 
whichever is the lesser. The remaining 15% or balance of the cost should be 
provided through local authority/community/other resources with a minimum of 5% 
cash contribution from the School/Community
